The multiannual financial framework (MFF) is the EU's seven-year spending ceiling, set by a Council regulation adopted unanimously after Parliament's consent (Article 312 TFEU). The MFF in force covers 2021-2027 (Regulation 2020/2093). The Commission's proposal of 16 July 2025 for 2028-2034, equal to 1.26% of EU GNI, is still a proposal.
What the MFF is, and how it is adopted
The MFF is not a budget. It sets annual ceilings on commitments by category of expenditure (the "headings") and an annual ceiling on payments, and the annual budget must fit inside them. Article 312 TFEU sets the rules.
The Council, acting in accordance with a special legislative procedure, shall adopt a regulation laying down the multiannual financial framework. The Council shall act unanimously after obtaining the consent of the European Parliament, which shall be given by a majority of its component members.
- Duration: "a period of at least five years" (Article 312(1)). The current and the proposed frameworks both run for seven.
- Passerelle: the European Council may, unanimously, authorise the Council to adopt the MFF regulation by qualified majority (Article 312(2), second subparagraph).
- Safety net: if no new MFF is adopted by the end of the old one, the ceilings and other provisions of its last year are extended until one is (Article 312(4)).
- Annual budget: "The annual budget of the Union shall comply with the multiannual financial framework" (Article 312(1)). How the annual budget is adopted is on our budget and discharge page.
Parliament's fact sheet on the MFF (November 2025) notes that the Treaty of Lisbon turned the MFF from an interinstitutional agreement into a regulation, and that there have been six MFFs to date, counting 2021-2027.
The MFF in force: 2021-2027
Council Regulation (EU, Euratom) 2020/2093 of 17 December 2020 lays down the MFF for 2021 to 2027. Its Annex I, as adopted, set seven headings in 2018 prices.
| Heading | Total 2021-2027 |
|---|---|
| 1. Single Market, Innovation and Digital | 132 781 |
| 2. Cohesion, Resilience and Values | 377 768 |
| 3. Natural Resources and Environment | 356 374 |
| 4. Migration and Border Management | 22 671 |
| 5. Security and Defence | 13 185 |
| 6. Neighbourhood and the World | 98 419 |
| 7. European Public Administration | 73 102 |
| Total commitment appropriations | 1 074 300 |
| Total payment appropriations | 1 061 058 |
As a share of income: Parliament's fact sheet 29 (November 2025) puts "the current MFF initial amount" at 1.13% of GNI over 2021-2027. The Regulation itself states amounts in euro only, not percentages.
The Regulation has been amended three times. The amended Annex I shows total commitments of EUR 1 079 523 million in 2018 prices.
| Date | Act | What it did |
|---|---|---|
| 15 December 2022 | Council Regulation (EU, Euratom) 2022/2496 | Let the budget guarantee for loans to Ukraine in 2023 and 2024 be mobilised over and above the MFF ceilings |

| 23 April 2026 | Council Regulation (EU) 2026/469 | Added a Ukraine Support Loan Instrument to finance the debt service of a loan to Ukraine of up to EUR 90 000 million given through enhanced cooperation. After the AD7 cut-off (31 March 2026); inside the AD5, AST3, AD6 and AST2 cut-offs |
Own resources: where the money comes from
Under Article 311 TFEU the budget is financed wholly from own resources, "without prejudice to other revenue". The Own Resources Decision is adopted by the Council unanimously after consulting Parliament, and enters into force only once the Member States approve it under their constitutional requirements. The current one is Council Decision (EU, Euratom) 2020/2053 of 14 December 2020.
| Item | Rule | Article |
|---|---|---|
| Own resources | Traditional own resources (customs duties and the like); a 0.30% call rate on the harmonised VAT base; EUR 0.80 per kilogram of non-recycled plastic packaging waste; a call rate on GNI | 2(1) |
| Payments ceiling | 1.40% of the sum of Member States' GNIs | 3(1) |
| Commitments ceiling | 1.46% of the sum of Member States' GNIs | 3(2) |
| Temporary increase | Both ceilings raised by 0.6 percentage points, solely to cover NextGenerationEU liabilities, at the latest until 31 December 2058 | 6 |
| NextGenerationEU borrowing | Up to EUR 750 000 million in 2018 prices: up to 360 000 million for loans, up to 390 000 million for expenditure; no new net borrowing after 2026 | 5(1) |
| Repayment cap | Annual repayment of principal no more than 7.5% of the maximum amount for expenditure | 5(2) |
The 2028-2034 proposal of 16 July 2025
On 16 July 2025 the Commission adopted its communication on the next MFF, COM(2025) 570, and its proposal for a Council regulation, COM(2025) 571, covering 1 January 2028 to 31 December 2034. Our short page on the proposal sets it among the other 2025 packages.
The Commission is proposing an ambitious budget of EUR 1.98 trillion for the 2028-2034 period, equivalent to 1.26% of EU GNI.
| Item | Figure | Source |
|---|---|---|
| Total, current prices | EUR 1.98 trillion, 1.26% of EU GNI | COM(2025) 570 |
| Commitments ceiling, 2025 prices | EUR 1 763.1 billion, 1.26% of EU GNI | COM(2025) 571, explanatory memorandum |
| Payments ceiling, 2025 prices | EUR 1 761 billion, 1.26% of EU GNI | COM(2025) 571, explanatory memorandum |
| Repayment of NextGenerationEU inside that total | 0.11% of GNI, about EUR 25 billion a year | EP fact sheet 29 |
| Structure | Three headings for the main sectors plus a fourth for European public administration (seven headings now) | COM(2025) 571 |
| Horizon Europe | EUR 175 billion | Commission page |
| Defence and space window of the European Competitiveness Fund | EUR 131 billion | Commission page |
| Global Europe instrument | EUR 200 billion (Commission page); EUR 177 billion in 2025 prices (EP fact sheet 29) | See note below |
The main new structures are a National and Regional Partnership Plan for each Member State, bringing cohesion and agricultural funding under one plan; a European Competitiveness Fund; and a single Global Europe instrument for external action. The Commission's page also announces five new own resources, among them shares of the Emissions Trading System and the carbon border adjustment mechanism (about EUR 9.6 billion and EUR 1.4 billion a year), a resource on non-collected e-waste (about EUR 15 billion) and one based on tobacco excise duty (about EUR 11.2 billion).
A note on the figures: the Commission's page and Parliament's fact sheet give different numbers for the same lines because they use different price bases (the fact sheet works in 2025 prices). Quote the figure with its source and price basis, as the table does.
The MFF, the annual budget and NextGenerationEU
| MFF | Annual budget | NextGenerationEU | |
|---|---|---|---|
| What it is | Ceilings for seven years | Revenue and expenditure for one financial year, 1 January to 31 December | A temporary recovery instrument financed by Union borrowing |
| Legal basis | Article 312 TFEU; Regulation 2020/2093 | Article 314 TFEU | Own Resources Decision 2020/2053, Article 5 |
| Who adopts | Council, unanimously, after Parliament's consent | Parliament and Council, special legislative procedure | Borrowing empowered by the Council's Own Resources Decision, ratified by Member States |
| Size | EUR 1 074.3 billion in commitments as adopted (2018 prices) | Set each year within the ceilings | Up to EUR 750 billion (2018 prices) |
| Time limit | 2021 to 2027 | One year (Article 313 TFEU) | No new net borrowing after 2026; repayment by 31 December 2058 at the latest |
NextGenerationEU has no line in the MFF's Annex I. Its repayment does enter the next framework: that is the 0.11% of GNI inside the 1.26% proposed for 2028-2034.

Worked example 1 (our own)
In its proposal of 16 July 2025, what share of EU GNI did the Commission give for the 2028-2034 MFF? A) 1.13%. B) 1.26%. C) 1.40%. D) 1.46%.
Answer: B. Source: COM(2025) 570. 1.13% is the initial amount of the 2021-2027 MFF (EP fact sheet 29); 1.40% and 1.46% are the payments and commitments ceilings of Own Resources Decision 2020/2053, Article 3.
Worked example 2 (our own)
How is the regulation laying down the MFF adopted? A) By Parliament and the Council under the ordinary legislative procedure. B) By the Council, unanimously, after obtaining Parliament's consent. C) By the Council, unanimously, after consulting Parliament, with approval by the Member States. D) By the European Council, by qualified majority.
Answer: B. Source: Article 312(2) TFEU. Option C is the procedure for the Own Resources Decision (Article 311); option A is how the Financial Regulation is adopted (Article 322).

Questions people ask
Is 1.26% of GNI the size of the current MFF?
No. 1.26% of EU GNI is the Commission's proposal for 2028-2034 (COM(2025) 570, 16 July 2025), including 0.11% for repaying NextGenerationEU. The 2021-2027 MFF's initial amount was 1.13% of GNI (EP fact sheet 29).
Who adopts the MFF?
The Council, by a regulation adopted unanimously after Parliament gives its consent by a majority of its component members (Article 312(2) TFEU). The European Council may unanimously allow the Council to use qualified majority instead.
Has the 2028-2034 MFF been adopted?
Not as of 26 October 2026. COM(2025) 571 is a proposal for a Council regulation; we found no adopted regulation on EUR-Lex. Until one is adopted, the 2021-2027 framework remains in force to the end of 2027.
What happens if no new MFF is agreed in time?
The ceilings and other provisions for the last year of the old framework are extended until the new regulation is adopted (Article 312(4) TFEU).
Is NextGenerationEU part of the MFF?
No. It is financed by borrowing of up to EUR 750 billion in 2018 prices under Article 5 of Own Resources Decision 2020/2053, outside the MFF's headings. Its repayment is included in the 2028-2034 proposal.
